Get to Know your 2026 CSP-SAR Elected Officers

Chairperson - Roland Gonzales

Roland Gonzales has been a steady figure in the San Antonio Council for years, he has also been in the transportation industry for 25+ years. He strives to foster an environment where drivers are passionate about what they do daily and continuing to improve on their skills. He enjoys networking because it builds community and connection as well as furthers the mission of safety. Roland has been with Vulcan Materials Company for over 14 years.  

First Vice Chair - Derek Coulter

Derek Coulter has a passion for helping and enjoys training and professional development. He has been in the transportation industry for over 15 years where he has held a variety of roles including being a Commercial Driver/Pump Operator. He also holds his Masters of Science in Data Analytics - Data Science. He is currently the Operations Manager, Fleet Safety with Walmart Transportation. 

Second Vice Chair - Brent McDonald

Brent McDonald is a Certified Director of Safety and an active member of the ELC within the TXTA. Brent has been in the transportation industry for both trucking and railroad for over 3 decades. He brings a vast amount of knowledge and experience. He has been a mechanic, commercial driver, and trainer. Brent is currently with Southwestern Motor Transport Inc. as their Manager of Safety.  

Secretary - Guadalupe "Wally" Ortiz

Guadalupe “Wally” Ortiz is an accomplished operations leader with more than 30 years of experience in the trucking industry. Throughout his career, he has demonstrated a strong commitment to improving organizational performance while maintaining the highest standards of safety and compliance. Wally holds an MBA in Business Administration, which complements his extensive industry knowledge and supports his strategic approach to leadership. His professional focus centers on enhancing overall organizational efficiency, optimizing operational processes, and fostering a culture where safety is a top priority. Currently, Guadalupe “Wally” Ortiz serves as the District Operations Manager for R.B. Stewart, where he continues to apply his expertise to drive operational excellence, support team development, and ensure safe, efficient transportation operations. 

Treasurer - Rachel Anderson

Rachel Anderson is an accomplished safety professional with over 15 years’ experience in the industry and serves as First Vice Chairwoman on SMC within TXTA. She has played pivotal roles within companies to develop safety management programs that helped to reduce crashes and claims by improving processes and qualifications.  She is currently serving as the Transportation Safety Program Manager with H-E-B, LP.

Member at Large - Angela Ebrom

Angela Ebrom is a Certified Director of Safety with a wealth of experience and knowledge. She has a strong commitment to safety and creating a positive environment. She is passionate about helping and pushing to be better. Angela is currently the Terminal Operations Manager at Guardian Fleet Services/Texas Auto Carriers.

Apprentice - Oscar Salazar

  

Oscar Salazar brings 17 years of transportation experience to his current position as Director of Training and Development at Coastal Plains Trucking. Oscar's skillset includes more than a decade of Hazardous Material and Tanker experience, both working and training on these specialized areas. Oscar started as a driver and advanced to supervise orientation for new drivers. He calls implementing the Smith System his "bread and butter." 

Apprentice - William "Reyes" Bishop

Reyes Bishop is a safety professional with 8 years of experience, bachelor’s degree in occupational health and safety, and a graduate safety practitioner. He is currently the Reginal Transportation Safety Advisor for H-E-B for the San Antonio area. He thrives on building safety programs that not only reduce accidents but are also fun for his driver group. He is passionate about helping others go home the same way they came to work... SAFE!! Lastly.. his favorite quote "It's not safety first. It's safety ALWAYS"
